Stratus personnel were retained to conduct an Initial Site Assessment (ISA) for the property within the Area of Potential Effects for the French Bar Bridge over the South Fork of Jackson Creek replacement project (the Property). The purpose of the ISA was to identify, to the extent feasible pursuant to the processes described (within the ASTM Standard E 1527-13), recognized environmental conditions in connection with the Property.

Project Challenges

Historical Sanborn Map references indicate the Zeile mine was located approximately 400 feet northeast of the Property, and that the mine’s 40 stamp mill and processing complex was located approximately 120 to 220 feet east of the Property. Considering the mine’s reported production from the 1860s through 1914, and the proximity of the former mill to the South Fork of Jackson Creek, the potential exists for deposition of mine mill tailings in the creek sediments and over-bank deposits downstream from the mill. Mine mill tailings from Sierra Foothill mines typically have the potential to contain metals in concentrations that could qualify the materials to be classified as hazardous waste.

Stratus Solutions

Stratus personnel prepared an ISA addressing potential recognized environmental conditions at the Property and completed a Preliminary Site Investigation (PSI) which included collecting sediment and mine tailing sands within the south fork of Jackson Creek. Conclusions from the ISA indicated that there were no apparent historical or current recognized environmental conditions pursuant to the intent of ASTM Standard E 1527-13.

Based on our evaluation, no remedial or special construction related measures were recommended.

Based on the results of the soil/sediment sample analyses, the metals concentrations detected in the samples collected from the planned disturbance area of stream bank deposits did not indicate an impact to the project from hazardous levels of the analyzed metals. No remedial or special construction related measures were recommended for excavation or disposition of the stream bank sediment.
