Asphalt and Aggregate Processing Facilities, California

Stratus Environmental, Inc. has prepared updates to Spill Pollution, Control and Countermeasure (SPCC) Plans for several asphalt and aggregate facilities in the central valley, bay area and north coast regions of California. The facilities were located in both rural and urban areas ranging from one to ten acres and contained large diesel, automotive, and asphalt oil tanks, aggregate and asphalt processing plants, and active mining areas. Stratus conducted extensive site inspections and review of existing SPCC documentation of each facility. Many of the SPCC Plans for these facilities needed updating to reflect the 2011 changes to integrity testing requirements. Stratus Professional Engineers prepared comprehensive monitoring and testing programs in compliance with the Steel Tank Institute’s Standard for the Inspection of Aboveground Storage Tanks - STI SP001. Stratus also investigated potential spill scenarios at each facility and developed passive and active containment measures to prevent oil discharges from reaching navigable waters.
