Spill Prevention, Control and Countermeasures (SPCC) Services 

The Oil Pollution Prevention regulation (40 CFR part 112) applies to owners and operators of non-transportation-related onshore and offshore facilities that could reasonably be expected to discharge oil into navigable waters of the United States or adjoining shorelines in quantities that may be harmful.  The regulation requires these facilities to prepare and implement Spill Prevention, Control and Countermeasure (SPCC) Plans as part of compliance management. The SPCC Plan defines a comprehensive oil spill prevention and control program that minimizes the potential for discharges to navigable waters.
